While their policies are concerning, it doesn't land them as a scam. I wouldn't be jumping out of my seat to sign up for Product Testing USA, but if you want some free products, then I don't see the hurt.

Yes they are a legitimate get-paid-to website, but are they worth it? They have profitable offers, but it may be disappointing if you aren't selected for a test. Of course, there's going to be people that wasted their time because not everyone will get to test the product. However, if you're willing to spend the time to apply, the payoff can be pretty great.
Based on the information I have covered, I would sign up for a few products I'm interested in, but I would keep my expectations realistic. It may not payoff frequently, but a free iPhone X is pretty sweet. But if you're looking to get something guaranteed for your time, a survey site may be a better bet.
